The sale of personal data (PD) has reached a new level – criminals have begun to order and pay for database hacks in advance. Of particular concern are leaks from credit institutions, which often occur by agreement between criminals and employees of such companies. Deputy Chairman of the State Duma Committee on Economic Policy Artem Kiryanov stated this at a round table in the Public Chamber. He noted that in such cases, the banks themselves simply throw up their hands, noting that at best, the perpetrators will be punished or fired.
Fighting various types of leaks has become even more difficult over the past year, as they are often carried out by fraudsters from other countries. This complicates their criminal content writing service prosecution, noted Artem Kiryanov. In his opinion, to solve this problem, it is necessary to expand the staff of law enforcement officers and allocate more funds from the state budget.
Director of the Safe Internet League and member of the Public Chamber of Russia Ekaterina Mizulina said that for the state, the fight against the spread of anonymity on the Internet is de facto a fight against various illegal activities online: drug trafficking, terrorist activities, weapons sales, child pornography and other illegal activities.
Children and teenagers are very frivolous about this issue and believe that no one will be able to establish their identity.
According to Ekaterina Mizulina, the activities of young people on the Internet are connected not only with cyberbullying, but also with more serious problems – hooliganism, extremism and insulting the feelings of believers.
UNSAFE VPN
Igor Ashmanov, a member of the Presidential Council for the Development of Civil Society and Human Rights, confirmed that VPN services do not provide anonymity on the Internet, and personal data leaks from there in the tens of millions and is sold to third parties.
He also specified that in fact these are not VPN services, but anonymizers – means for hiding information about a computer, its IP address or user on the Internet from a remote server. The main threat of such solutions is the leakage of personal data, the expert noted.
Boris Edidin, Deputy Head of the Institute for Internet Development for Legal Issues, Deputy Chairman of the Commission for Legal Support of the Digital Economy of the Association of Lawyers of Russia, agreed that real anonymity on the Internet does not exist, regardless of whether the service is paid or free. According to him, the use of VPNs and anonymizers is not a question of anonymity, but a violation of the regulations for access to certain platforms. Boris Edidin believes that formal regulation of the procedure and grounds for obtaining data from users should be legislatively regulated in the future.

He is convinced that anonymity often serves as a cover for committing crimes, and therefore it requires strict legislative regulation.
As an example, Nikolai Veselikhin cited a case where unidentified persons used a person's personal data and concluded 17 loan agreements on his behalf. He was able to find out about them only when collectors began to make demands for the return of the debt. Specialists from the Legal Aid Center helped the victim, and all agreements were declared invalid. The center was created in 2021 on the initiative of Roskomnadzor.
